IRONIC OR DELIBERATE?

Just saw this photo courtesy of someone on twitter and I am not sure if it is ironic as such or if it isn’t more deliberate.

Also, I know someone who lived in Barcelona when the camera was first installed (apparently it was one of the first in Spain) and it some Spanish people took every opportunity just to break the thing.  I wonder if they still do that?
